Abstract

The « plan of defence and general action » worked out by Brissot toward the end of 1792 was brought by Polish senator Mostovski to Russia in 1795. In the beginning he thought the French population exceeded 28 million, not 25 million as the historians of the day maintained. 28 million people he dit not ce as a population ablic to be governed. Thus he initiated a long and brutal war which basted six to seven years and which was to end the lives of two million adult men. Otherwise when French Republic could be reached his natural frontiers, she could be created around one belt of little indépendants Republics.
