Abstract
La guerre en Ukraine se déroule sur fond de dissuasions nucléaire et conventionnelle. La Russie reste en dessous du seuil, malgré les gesticulations, évitant de provoquer l’Otan. L’Ukraine a réussi avec des moyens conventionnels innovants à préserver ses capacités d’exportation via la mer Noire. Ce fragile équilibre a évité jusqu’à présent des dérapages conséquents mais oblige l’Otan et l’UE à poursuivre le soutien à Kyiv.
