Abstract
Local government in intermediate cities in Colombia: municipal administration for whom? reviews the major recent changes in Colombia in regard to the role and responsibilities of municipal government - including administrative decentralization, stronger local tax bases and the election of mayors. It describes the social and political context which conditions the effectiveness of these changes, and the impact of these changes in two Colombian cities.
