Abstract

This paper describes the acquisition practices of public and university libraries, and identifies factors affecting this process. The nucleus of earliest libraries was formed by donations either by individuals or the Government. The scientific acquisition had its roots in 1915 at the Punjab Library School; however, the role of librarian is yet to be recognized. Diminishing appropriation, rising cost of material and inflation have always been major concerns of libraries. Governnent monetary and import policies also affect the collection development. Acquisition is poorly organized. Lack of competent manpower, absence of acquisition policy, complicated book selection procedures and poor financial management are major constraints of library acquisition in this country.
