Abstract

Since last year the practice of Wenzhou city in establishing and perfecting the investment mechanism called "Large-Scale Operation of Education by Society at Large" [da she hui ban da jiao yu] and raising educational funds through multiple channels—including doing a good job of levying supplementary funds for urban and rural education—is an important way of making up for the shortage of educational funds. In 1994 Wenzhou raised 900 million yuan in funds, of which levies of supplementary funds for rural education amounted to 88.522 million yuan, or 12.64 million yuan more than in 1993, and comprising 9.8 percent of the total expenditure of funds for education. The main problem at present, however, is that supplementary rural educational funds are not being levied in full. According to relevant regulations issued by the State Council and the provinces and municipalities, supplementary rural educational funds should be levied at the rate of 1.5 to 2 percent of the average rural per capita income in the previous year. Wenzhou's agricultural population in 1994 was 5.849 million people, and their average per capita net income in 1993 was 1,474 yuan. A 2 percent levy on this amount comes to 30 yuan per person, or a leviable figure of 175.47 million yuan.
