Literature Review: Sport assumes itself as an unifying phenomenon of contemporary society, capable of uniting different beliefs, religions, tastes, races and ideas. Strategic planning translates into a process used to position an organization, governed by the prioritization of means and resources, and should therefore be a dynamic process and in constant adjustment. The Municipal Sports Charter has as its main objective to establish the basis for management and strategic decision of the municipality, as well as the purpose of promoting and developing sports in the territorial area in which it is located.
