Abstract

PENNSYLVANIA is one of the forty-seven states still adhering to the bicameral legislative system. At each Congressional election Pennsylvania elects all of its 208 Representatives and half of its 50 Senators. Its lower house is the largest in the country, if New England be excluded; its upper house is of about average size. The Pennsylvania legislator, though better paid than most of his colleagues in the other states, is paid an amount wholly inadequate for the support of himself and his family. He must supplement his income from other sources, private or public. He is paid $3,000 per biennium, plus certain allowances for travel, special sessions, and postage.
