Abstract

This article analyzes the transnational cooperation between state and non-state actors, establishing direct and perpetual relationships between neighboring regions. Our aim is to specify and explain the basic concept and principles of transnational cooperation, by analyzing the legislative and normative framework of the Republic of Moldova and Romania, related to a series of international acts, which regulate various aspects related to this form of cooperation, bringing an extra scientific novelty that would be of interest to the doctrine of public law. Following the analysis, we found that this form of cooperation is unanimously recognized and applied in practice by both above-mentioned states, which also have an adequate legal framework to which all subjects involved in this process will refer.
