Abstract

The article examines the problems of legal regulation of public administration in Ukraine under martial law. On the basis of legislative acts and scientific works of domestic authors, the current state of public administration and its shortcomings are analyzed. Attention is focused on the factors that affect the efficiency of public administration. Factors that can lead to a crisis in the public administration system have been identified. The general functions of public administration are outlined, the functions performed by public administration during martial law are highlighted. Changes in the structure of public administration during the Russian military aggression are considered. The primary importance of introducing new mechanisms and standards, which are characteristic of the developed countries of the world, into the system of public administration was determined.
