Abstract

This article discusses the legal and moral responsibilities of water utility management. It states that a water utility has a legal responsibility to provide reasonably adequate water service to customers within its service areas without unreasonable preference or discrimination. As far as moral responsibility, the article states that a water utility has the moral obligation to run an efficient organization, without waste, building a team dedicated to public service, and to try diligently to guide the public in its territory toward acceptance of the higher goals of service which the industry is envisioning.
