Abstract
The Special Educational Needs: National Advisory Council (SENNAC) undertook a survey by questionnaire of local education authority (LEA) support services for meeting special educational needs in 1990. Two years on Ian Copeland and his colleagues have followed this up with extended interviews in a smaller sample of those selfsame LEAs. The speed of change overtaking local authorities in this relatively short time is evidenced here. Proposals made in the SENNAC survey to safeguard special needs provision are clearly ignored in the current legislation. Sadly this represents yet another alarm bell for special needs provision.
