Abstract
The INF Treaty and Western Security, by Richard Perle The « zero option » proposition, in spite of the experfs deep suspicion, the internal battle within the Reagan Administration and German pressures has finally been adopted thanks to the President's staying power. Nevertheless, the opponents believe that the elimination of intermediate missiles will weaken rather than strengthen Western security. This analysis doesn't seem true. However, second thoughts are now in order on issues, some improvement (especially on article XIV and article II, paragraph 2) might be proposed and some provision of the Treaty might be precised. And finally, the Treaty must be ratified by the Senate.
