Abstract

In the following article we propose to analyze how the Universal and Compulsory Basic Benefit was originated and developed, a public policy created by the Argentine State to guarantee access to Information and Communication Technologies services, decreed within essential public services. In the context of the covid-19 pandemic, we take this case to study how public policies are formulated, the expansion of political and social citizenship, the regulatory role of the State based on its characteristics and definitions within a certain historical, political and economic context, and the responses that this generates in the market forces and with which the State often comes into contradiction and tension.
