Abstract
The Spanish society is now more vulnerable and exclusive than thirty years ago. Economic growth in good times has not been accompanied by social development, quite the contrary. So, social failures are observed along with economic weakness of the model, that are detrimental to the integration and social cohesion of communities. The family and community developments, however, are possible through a strategy of social growth detached from the labour market from the reformulation of social policies and the Social Work discipline. Therefore, this work address the development through the family planning and women, proceed on the basis of the model established for welfare improvement.

Actualmente, más vulnerable y excluyente que hace treinta años. 3) Las familias están capacitadas para ser consideradas espacios públicos que promueven el desarrollo social, desde el momento en que son instrumentalizadas por los estados para garantizar el bienestar social. Dicho Sistema presenta las peculiaridades siguientes: es un sistema de aseguramiento social, notablemente fragmentado y de naturaleza corporativista, responsable del mantenimiento de las rentas; pone en marcha de programas de protección social basados en principios universalistas, tales como la sanidad y la educación; combina agentes públicos y privados en la provisión de los servicios que proporcionan bienestar; y dedica una responsabilidad central a las mujeres respecto a la provisión de bienestar familiar (Moreno 2009). A continuación, se expone gráficamente la cartera de prestaciones, ayudas y becas a las que pueden acceder las familias en España y en la Comunidad Autónoma de Andalucía ante determinadas contingencias: Prestaciones/ Ayudas /Becas
