Abstract

Today, the effectiveness of education systems is at the center of growing attention: robust empirical evidence indicates that information and skills – the so-called knowledge triangle linking education, research and innovation – are key factors in countries’ social development and economic growth. Is the school ready to take up this challenge? What policies can guide it in producing high-level skills and knowledge oriented towards the opportunities offered by the job market?With the increasing complexity and uncertainty of today’s world, there is widespread recognition (Habana 1993; OECD, 2001 and 2006) of the need to construct different scenarios for education – or in other words, consistent and coherent descriptions of alternative hypothetical futures – in order to identify better courses of action and more advantageous strategies. This paper presents the judgments of a panel of experts consulted through a Delphi survey regarding the current status of Italy’s education system, the changes awaiting it, and the action that should be taken in order to achieve its aims.
