Abstract

The First World War represents the last stage of the deep-rooted struggle between Turkey and Russia. The aim of Russia was to abolish the Ottoman State and capture the Bosphorus and to go to the Persian Gulf and Mediterranean Sea through Eastern Anatolia. Most of the Eastern provinces were invaded by Russia between 1915 and 1916. The villages and cities suffered from both the Russain Army and Tasnak bands of rebels. While the Soviet Revolt put an end to the tsardom, the Brest-Litovsk Treaty signed on 3 March 1918 gave the Ottoman State an opportunity to save the eastern provinces. Ottoman Army started to save the region in order to stop the massacres of Tasnak powers. Setting up the civil organization, sustenance of the army, immigration, increasing the public welfare, and recognition of some military and administrative exemptions were the priorities of the government in the new era. A lot of precautions that the government wanted to take were not effective due to the problems experienced in the setting up of the civil organizations. The ongoing war also seriously hindered the steps to be taken.
