Abstract
In this article, the authors demonstrated the process of preparing the draft Constitution of the Russian Federation. The historical events under which the discussion of the Basic Law of the Russian state took place are studied, the essential problems connected with the adoption of the Constitution of the Russian Federation are revealed. The legal characteristic of the essence of the Basic Law is given, changes in constitutional and legal norms during the 2020 referendum are determined.
