Kommentar om fiskeri til artikkelen «Landbruks- og fiskerinæringene i Norge: Klart utenfor, men stadig mer innenfor EU?» av Arild Aurvåg Farsund i Internasjonal Politikk, Vol. 81, Nr. 4, 2023

Abstract

Det er svært positivt at Internasjonal Politikk har eit nummer om «Norge og EU: Betydningen av medlemskap», men etter mi meining er innhaldet om fiskeri mangelfullt. Problemstillingane knytt til fiskeri ved forhandlingane både i 1972 og 1994 blir diskutert. Vidare blir utviklinga innanfor havrett og fiskeri omhandla. Det blir argumentert for at framstillinga av fiskeripolitikken både i EU og Noreg er mangelfull. Spesielt gjeld dette strukturpolitikken. Den store skilnaden mellom landbruk og fiskeri i Noreg kjem ikkje klart fram i Farsund sin artikkel. Avslutningsvis er vurderinga at å byte ut EØS-avtalen med ein frihandelsavtale er urealistisk. EU-medlemskap ville styrke konkurranseevna for norsk fiskerinæring inklusive havbruk, og vilkåra for meir foredling av fiskeprodukt i Noreg ville bli vesentleg betre. Abstract in English:Commentary regarding fishery in Arild Aurvåg Farsund’s article ‘Landbruks- og fiskerinæringene i Norge: Klart utenfor, men stadig mer innenfor EU?’ in Internasjonal Politikk, Vol. 81, No. 4, 2023It is very positive that Internasjonal Politikk published an issue on “Norway and EU: The Importance of Membership”. However, in my opinion, the content regarding fisheries is deficient. The issues around fisheries in the negotiations both in 1972 and 1994 are discussed. Also, the development in ocean law and fisheries is debated. It is asserted that the presentation of fisheries policy both in the EU and in Norway is incomplete. This is particularly true for the structural policy. The fundamental difference between agriculture and fishery in Norway is not fully represented in the article by Farsund. In conclusion the judgment is that it is not realistic that the EEA agreement could be exchanged for a free trade agreement. By contrast, membership in the EU would strengthen the competitiveness of the Norwegian fishing industry, including aquaculture. The conditions for higher production of fishery products in Norway would be significantly improved.
