Abstract

The article, based on archival materials, shows the activities of the Commission of the Plenum of the Central Committee of RKP(b) for the development of practical proposals for the USSR in preparing the draft of the first Constitution of the USSR. It reveals the role of I. V Stalin in the formation of a number of important provisions of the main legal document. Article also shows the process of making specific changes to the text of the constitutional draft. As the result, the article concludes that the adoption of the Constitution of the USSR in 1924 is largely depended on the political authority and influence of I.V Stalin on the discussion of projects in the highest party and state bodies.
