Abstract

This thesis is entitled Implementation of Labour Policy in Bekasi Regency which raises the issue of how the implementation of labour policy in Bekasi Regency is seen from its dimensions and determinants and how to improve labour services in order to increase job opportunities in the Bekasi Regency area. The theory used as an analytical knife in writing this thesis is the theory of policy implementation model according to Muchlis Hamdi (2014) which explains the description of the movement dynamics of policy implementation, namely the dimensions of productivity, linearity and efficiency and the factors that can affect the success of policy implementation, namely the determinants of policysubstance, behavior of implementing tasks, network interactions, target group participation and resources. The method used is a qualitative approach, data collection techniques are interviews, document review, observation, and triangulation. Based on the data and analysis of the implementation of labour policies in Bekasi Regency, seen from the dimensions and determinants, some results are obtained that the implementation of labour policies in Bekasi Regency has been going quite well which can be seen from the achievement of performance targets and SPM increased from 2018 and can meet the target in 2019, the use of funds, infrastructure and implementing officers in supporting employment services is quiteefficient, the contents of employment policies, especially employment services with other policies are aligned , the level of performance and ability to make the initiative of implementing officers is quite good, the interaction of the network of implementing officers is quite harmonious, the participation of the target group both job seekers and company on the implementation of labour policies in Bekasi Regency is quite high, resource support is good, adequate funds,availability of implementers and the availability of equipment for the implementation of labor policies in Bekasi Regency is quite good. However, in order to improve employment services in the context of increasing job opportunities, apartfrom optimizing things that are already going well, it is necessary to make efforts, including the preparation ofstandard operating procedures (SOPs) in overall employment services, drafting Regent regulations to regulate technical implementation guidelines. Bekasi Regency regional regulation number 4 of 2016 concerning Employment, increasing competence for functional officers who are equal to work delivery results, increasing network interaction with employees of the labour inspector Office of West Java Province, increasing the competence and skills of local job seekers in Bekasi Regency and the use of information technology and communication in employment services.
