Abstract

Welfare of civil servants until recently still became a hommork for government. Every year the government strives to improve welfare by improving the basic salary of civil servants. However, it seems still not sufficient to meet the level of subsistence. Some local governments are ultimately trying to build its own welfare system in the office. Some of the systems that have been built can be considered very well, because it is based on a scale of measurement performance and achievement. For example, as a force in the West Java provincial government. TKD system built into the front of it is totally based on the performance generated by the employee. If the performance drop, then earned TKD will also drop. Jakarta Provincial Government was also almost the same as the West Java provincial government. However, a system built not really based on work performance appraisal system and the pure. That is, employees will continue to receive additional income based on the parameters of the discipline, ranking position and performance achievements. However, there are areas that provide additional benefits without regard to income multiple parameters, such as those enacted in the District of Ciamis. If local government would like to provide additional benefits in a fair and balanced income, local governments can implement what is run by the West Java provincial government, namely by performing measurements on every aspect of that achieved by the employee. The success or failure achieved by each employee has consequences for the additional income provided outside the basic salary. So this will motivate employees to perform better in order to get welfare.
