Abstract

Mining operations in Indonesia is growing very rapidly, this is done in order to improve the welfare and quality of life of the people. However, mining activities have a negative impact that causes air pollution. Availability of natural resources are limited and uneven, both in quantity and quality is not raises awareness to businesses that cause air pollution. The problem is the activity of burning limestone in the Kars region Citatah result in air pollution. On one side of the limestone burning activities that increase may bear the risk of pollution and destruction of the environment as well as the basic functions of ecosystems that support life could be broken. there is need for regulation of the local government in order to limestone burning activities in accordance with the ambient air quality standard. Writing this using normative juridical approach is research using secondary data sources with primary legal materials, namely the Constitution of the Republic of Indonesia Year 1945, UUPPLH, PP On the Air Pollution Control, Regulation West Java On the Air Pollution Control. and supported secondary law, specification research is descriptive analysis, a study that illustrate and describe and analyze the data obtained in the study, the research phase conducted by the study of literature that examines the legal material and to analyze the data the author uses a qualitative method, i.e. data- data obtained is then compiled qualitatively to clarify the issue. The results showed that the activities of burning limestone in Kars Region Citatah has exceeded the ambient air quality standards set by the government. Government should West Java Provincial Government and the Local Government of West Bandung regency conduct more intensive supervision of the factories Limestone mining which has been granted an operating license the industry, especially plant Limestone Citatah located in West Bandung.
