Abstract

Based on an analysis of published and archival sources, the article attempts to investigate the general principles of the personnel service organization and the distribution of powers in personnel service between the federal center and the republics of Yugoslavia after the ruling party in 1951 set out to limit the nomenclature approach to the placement of personnel. In 1951-1961 the personnel system has gone through a phase of collapse, restoration and stabilization. All three stages are characterized by a shift in the center of personnel work towards republics and a weakening of the union center role. The established mechanisms for appointing personnel led to the strengthening of the republican nomenclature clans and began to hinder the policy of decentralization. As the centralized mechanisms for the placement of personnel weakened, the space for the functioning of informal ties expanded among the Yugoslav nomenclature.
