Past Director of Intake, East Baton Rouge Parish Family Court in Louisiana and formerly Director of Survey and Planning Services for the National Council on Crime and Delinquency. His expertise in Juvenile justice has taken him to every state in the union and to Europe, South American and the Middle East. He has directed more than thirty applied research studies and authored numerous publications.
