Abstract
According to the Decree of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency, there are 254.17 hectares of protected rice fields in Pekalongan City, designated as another spatial pattern plan in the Spatial Plan of Pekalongan City, namely for the development of leading sectors. This article identifies leading sectors in Pekalongan City, using Klassen Typology, Location Quotient and Shift-Share analysis. The results of the analysis show that the trade and services sector is the leading sector in Pekalongan City. Therefore, protected paddy fields are designated as trade and service areas in the Pekalongan City Spatial Planning, have strong justification, that the development of leading sectors is aimed at increasing people's welfare
