Abstract
This research aims to analyze unreported and illegal logging practices in the context of timber trade, with a special focus on wood pellet products produced by PT Biomassa Gorontalo. Using a juridical analysis approach, this study explores various legal violations related to forest management and timber exports. Qualitative research methods are applied through data collection from legal documents, interviews with stakeholders such as government officials, environmental activists and local communities, as well as direct observation of practices in the field. A number of activities violate statutory provisions including Law no. 41 of 1999 concerning Forestry and Law no. 18 of 2013 concerning Prevention and Eradication of Forest Destruction. including a lack of valid permits and logging practices that do not comply with sustainability principles. Weak law enforcement in the licensing process exacerbates this situation, thereby facilitating the continuation of illegal logging practices. In addition, the impact of this activity is not only detrimental to the country in terms of income, but also causes significant ecological damage, including loss of biodiversity and degradation of environmental quality.
