Abstract

The subject of the article is the history of the attitude of the Soviet (Russian) authorities to attracting foreign investment to Sakhalin. The Russian “baggage” in the field of oil exploration is shown. The specifics of the historiography of Sakhalin shelf projects are revealed. The analysis of the dynamics of domestic political events and changes in the position of Japan and the United States to promote their interests in the oil industry on Sakhalin is carried out.
