Abstract
The article focuses on the problems, priorities and directions of strategic development of higher education institutions in the Tyumen region in today’s conditions. The article substantiates the need to develop and implement flexible strategies for the development of higher education institutions. The authors give a brief retrospective review of publications on the problems and the formation of the management of educational systems. Based on the analysis of the expert survey data, they also identify the problems concerning the organization and functioning of higher education institutions in the Tyumen region and the key directions of their development. The comparison between the data of the expert survey and the analysis of the problems of higher education, reflected in the publications of leading contemporary sociologists confirms the relevance of the research. It also allows us to conclude that there are systemic problems that have been seeking solutions for many years and new factors that threaten the stability of the functioning and development of regional universities. Finally, the authors indicate aspects that contribute to the development of higher education in the region: the need to expand practice-oriented training, create an active and interactive educational environment for students, the interdisciplinarity of university training and retraining of specialists, the use of distance learning opportunities, including the attraction of the teaching staff of the necessary qualifications on a permanent, temporary or experimental basis. The question of the impact of distance learning on the quality of higher education remains debatable and requires further study.
