Abstract

This chapter discusses the issues in the institutionalization of social policy. Some social policy research does come to be widely used in ways that were not intended. In particular, it comes to be used in conditions where there is extensive conflict over policy and in which the debate over policy goes beyond the bounds of normal bureaucratic decision-making. The principal mode of initiation of social policy research is by requests for proposals prepared by an official of the agency. There appears to be no institutionalized separation between the bureaucratic interests of continuing or expanding a program and the interests in finding out about its functioning or effects. If results of social policy research favor one side in a policy dispute, there is ordinarily no means by which the other side can challenge the research results before they become fully public and are announced in the mass media. The separation of social policy research into several stages, with different organizational structure for each stage, may be a useful way to introduce pluralism into social policy research without the duplication.
