Introduction

The House of Commons Home Affairs Committee has very recently published a report on the Independent Police Complaints Commission (IPCC) which was set up in 2004 to replace the discredited Police Complaints Authority. Deborah Coles, co-director of Inquest says: ‘the IPCC systematically fails to hold the police to account for wrongdoings.’ Lawrence Barker, writing in The Independent on 13th October 2012, expressed the opinion that the police have ‘undue influence within the IPCC.’
