Abstract
Abstract This Manual is the result of a multi-year effort by a group of dedicated participants from across the globe who brought together their expertise in the law and technology related to military space activities and operations. Their objective was to identify, clarify, and succinctly articulate the extant rules of international law that apply to military space activities and operations, to explain the basis for those rules, and to delineate the areas of legal uncertainty that remain. The goal of the Manual is to provide assistance to those called upon to apply international law in contexts of strategic decision-making, policy-setting, and/or military activities and operations in space. More broadly, it is designed to assist military and civilian government personnel, space operators, practitioners, members of international organizations and non-governmental organizations (NGOs) involved in military space activities and operations, and other interested observers. It is hoped that the Manual may become a useful and reliable reference tool for aiding governments and military forces to avoid miscalculations or strategic error, to advance peaceful cooperation in space, and to help provide a safer and more predictable framework for military space activities and operations during times of peace, tension, and, if necessary, armed conflict.
