Abstract

Abstract The introductory chapter outlines the historical context to the Protocol on Ireland/Northern Ireland, including the partition of the island of Ireland and the difficult road towards a peace process in Northern Ireland, which is the background for the Protocol. The chapter then overviews the legal content of the Protocol, surveying the preamble and its nineteen articles. It highlights the political controversy about the Protocol, which has emerged in Northern Ireland after its entry into force in the Unionist community, and summarizes the diplomatic confrontation that has arisen around the implementation of the Protocol between the EU and the UK, and efforts at improving its operation. Finally, the chapter reviews the structure of the book, introducing the other contributions and explaining how the book’s four parts endeavour to explore the setting of the Protocol, its human rights and cross-border provisions, its trade and economic clauses, and its governance mechanisms, including safeguards and consent.
