Katherine Willoughby, Corresponding Author Katherine Willoughby Georgia State UniversityKatherine Willoughby is a professor of public management and policy in the Andrew Young School of Policy Studies at Georgia State University. Her research focuses on state and local government budgetary and fi scal management. Her book Policy and Politics in State Budgeting (M. E. Sharpe, 2001), coauthored with Kurt Thurmaier, examines the relationship between budgeting and policy development in American state governments. Dr. Willoughby served as the grading team leader in the area of budget and fi nancial management for the 2005 and 2008 Government Performance Project, a national effort funded by the Pew Charitable Trusts and its Center on the States.
