Abstract

In Ukraine the processes of decentralization of power towards local bodies are gaining momentum, giving significant discretion to control media ownership and management. It is therefore, necessary to establish new methodological framework for independent decision-making and the orientation of the development paths of local actors and public administration under decentralization. The implementation of participatory design in the united territorial communities is an effective and at the same time “soft” technology due to its openness, transparency, accountability and control of power that is accessible to the public. The massive experience of creating urban design projects and concepts, implementing brainstorming sessions and workshops in which the authors of the publication participated emerges the necessity to introduce new methodological approaches to designing public spaces in the united territorial communities. This article describes the role and specific features of the participatory design process of the historical centre in smt Sarata. The paper presents relevant principles of residents, authorities and public organizations participation at all stages of the design, as well as the role of individual processes in the relationship of the development strategy of OTG and urban planning documentation.
