Abstract : The international, multipower community of the 21st century is being confronted by an epidemic of regional conflicts which are unique and disparate in their character and origins. when the complexities of the original conflicts are linked with the many-faceted aspects of international involvement, the difficulties of conflict containment and resolution are compounded. The global community lacks a consistent philosophy, be it diplomatic practice or military doctrine, for conflict resolution, and the approach to settling such conflicts has been characterized by contradiction and fluidity. This paper will review the traditional and current nature of one type of conflict resolution -- that of international peace operations. It will examine in detail two United Nations peace actions -- in El Salvador and the former Yugoslavia -- looking at the elements that have driven these conflicts and the activities employed to resolve them. From these experiences, some of the factors that influence international conflict resolution are identified and discussed.
