Abstract
The transnational nature of cybercrime and a comparative analysis of hightech crime in Russia and globally confirm the need for more effective measures to combat threats to information security. The development of a comprehensive international convention on countering the use of ICTs for criminal purposes demonstrates the desire of the world’s states for international dialog and coordination of actions to combat cyber threats and cybercrime.
