Abstract

Past research concerning interest group influence on natural resource policy devel opment and implementation has focused primarily on the federal arena . This study describes the influence of interest groups on the development and implementation of the Arizona Heritage Fund, a state-level natural resource funding policy. Three variables-group interest, power, and access-are examined in a case study analysis of how interest groups influenced the Arizona Heritage Fund policy process. Study results suggest that interest groups played a crucial role in the devel opment and implementation of the Arizona Heritage Fund and, on a broader level, that there are differences between interest group activity in federal and state natural resource policymaking.
