Recent international incidents, although military and aggressive in nature, have actually improved the chances for disarmament and arms control agreements, especially among the smaller powers. The Cuban crisis brought the world to the brink of nuclear war, and, even as the two major powers drew back, the smaller nations knew that in the event of such a war, they would become involved, and their very existence would be threatened through no fault of their own.
