Abstract
The objective of this paper is to contribute to establishing benchmarks and tools to be used at different levels in comparative analyses of innovation policies focusing on the service sector. In part one, we first analyse the role played by services in productive activities, the main characteristics of innovation in services and the dynamics of innovation specific to services. Based on that, we then outline a proposed set of criteria to be used when analysing innovation in services. In part two, these criteria are then used to formulate recommendations in order for public policies to better take into account the role of services in economic development as well as the specifics of innovations in services.
