Abstract
During development of the documents of strategic development of municipal entities, proper attention is rarely paid to the sphere of information and communication technologies. Modern city community is interested in increase of transparency, social orientation, and economic effectiveness of managerial decisions made by municipal authorities on behalf of the population. Implementation of information technologies into the process of city management allows solving a lot of problems of municipal management. The purpose of the research is to develop generalized recommendations for development of strategic documents of city development management with implementation of information technologies. The work is based on application of well-known methods of economic cognition: economic observation, economic induction, and building economic hypotheses. In the process of studying the modern state and problems of city management, the main goals and tasks of municipal management are determines, the elements of control over managerial decisions are studied, and the aspects of selecting the priorities of city development are determined. As a result, on the basis of structuring of the problems and drawbacks of the existing system of decision making and in view of the principles of regulation of the city management system, the authors offer and describe the algorithm of development of the strategy of city development with implementation of information and telecommunication technologies. Prioritization of the programs of implementation of information innovations into municipal management possesses large investment potential and allows – in the conditions of limited financial & economic resources – forming strategically significant drivers and being an engine of socio-economic development of separate territories and city agglomeration on the whole.
