Abstract

The article regards introducing digital competence training for teaching staff in higher education institutions (HEIs) within its own in-service training program. It is assumed that the issues of design and development of electronic educational resources (EER), with using modern information and communication technologies (ICT) are relevant in the context of digitalizing education activities, intensification of the use of blended and distance learning technologies under quarantine. The article considers the main approaches to determining the content of digital competence of the staff; e-learning; the main types of EER, which form an open educational environment in HEI. ICT tools and methods for building a model of designing, creating, and using EER are defined.
