Abstract

The paper analyzes the status of development and application of electronic educational resources. The author discloses economic and psychologicalpedagogic
 reasons for creating electronic educational resources with low didactic and consumer characteristics. For a more detailed review, the problem
 of understanding between customers and developers of electronic educational resources is described. The author sees the way out of the situation in
 using system-activity approach in developing requirements for electronic educational resources, and presents a number of arguments to justify the suitability
 of applying this approach. The paper singles out basic directions of teachers� training for development, quality assessment and use of electronic
 educational resources in contemporary processes of learning in information-educational environment.
