Industrial restructuring and optimization for sustainable development of resource cities based on dynamic simulation perspective

Resource cities are highly dependent on resource industries and have a single industrial structure, so how to adjust and optimize the industrial structure is of practical significance to the sustainable development of resource cities. This paper combines the principle of data envelopment analysis (DEA) and the principle of industrial layout optimization to evaluate and position the current situation of industrial structure in resource cities. Based on this study, the simulation dynamic simulation of the path optimization of sustainable industrial development is conducted through the study of the dynamics principle, and the realism and validity of the model are tested by combining it with the actual data to realize the prediction of sustainable industrial path development. The results show that: In the simulation dynamic simulation prediction, the scale of the resource industry in resource cities decreases by about 6%-8% in 2020, and its simulation prediction data and real data have high consistency, which verifies the effectiveness of industrial structure adjustment and optimization strategy. This paper studies the optimization and upgrading of industrial structure to promote the sustainable development of a resource-based city economy, narrow the gap between the economic development of east and west regions, promote urbanization, and improve inter- and intra-regional development imbalance.

Under the background of this era, green finance and the upgrading and optimization of industrial structure have become a hot research topic. The article focuses on Jiangsu Province, carefully explores the impact of green financial development on the upgrading and optimization of industrial structure and the real effect, collates and summarizes the theories of green finance and industrial structure at home and abroad, and carefully analyzes the development of green finance in Jiangsu Province, such as the gradual expansion of green credit scale, the characteristics of industrial structure, the change of the proportion of three industries, the development situation of emerging industries and so on. By means of econometrics, an empirical model covering Green Financial Development Indicators and industrial structure optimization indicators is established to do multiple linear regression analysis and stability test. The empirical results show that the development of green finance in Jiangsu plays an obvious positive role in the optimization and upgrading of industrial structure. Green finance is environmental protection, new energy and other green industries are given important financial support, which drives their scale expansion and technological innovation, and makes the industrial structure develop towards a higher level and a more reasonable direction. From this point of view, corresponding proposals are put forward to improve the policy incentive system, add green financial products, and strengthen the construction of green financial market. The purpose is to give better play to the advantages of green finance, accelerate the optimization and upgrading of industrial structure in Jiangsu, and provide theoretical basis and practical guidance for achieving green economic transformation and sustainable development.

Can Green Finance Promote the Optimization and Upgrading of Industrial Structures?—Based on the Intermediary Perspective of Technological Progress

In the context of today’s sustainable development, green finance and industrial structure optimization and upgrading are important components of sustainable development and are new trends in today’s society. Based on the relevant data from 31 provinces in China from 2011 to 2020, this study considers the role of green finance in optimizing and upgrading industrial structure from the technological progress perspective. The entropy weight method and the principal component downscaling method are used to measure the level of green finance development and industrial structure optimization and upgrading indexes of each province; the existence of the intermediary effect is verified using stepwise regression and the Sobel test. Through model construction comparison, the two-step system GMM is optimal, and the corresponding final two-step system GMM model is constructed to verify the promotion effect of green finance on the optimization and upgrading of industrial structure. The model introduces the control variables of openness to the outside world, government support, human resources, environmental regulation, and urbanization rate. Except for the insignificant effect of the urbanization rate control variable, the rest of the control variables have a significant promotion effect on the optimization of industrial structure because the corresponding urbanization rate in China at this stage does not bring about the optimization and upgrading of industrial structure. After the robustness test of the model, a sub-regional regression using the constructed model reveals that the effect of green finance on the optimization and upgrading of industrial structure is most significant in the central region, whereas the central and western regions are weaker compared to the east.

Risk Management Strategies of Urban Planning Projects in the Framework of Post-War Reconstruction

Post-war urban reconstruction is a crucial task for Ukraine and the entire civilized world, as it requires comprehensive urban planning and risk management of urban development projects. Significant challenges include infrastructure restoration, housing rehabilitation, economic system revival, resilience to natural disasters, addressing socio-economic disparities, and achieving balanced sustainable development in cities after the cessation of hostilities. In the context of post-war urban reconstruction, effective risk management of urban planning projects becomes a problem that demands a deeper understanding and a systematic approach. The majority of urban reconstruction projects face various threats, including financial risks, socio-cultural challenges, and natural disasters. The aim of this study is to develop and analyze risk management strategies for urban planning projects in the context of post-war reconstruction. The author intends to identify effective methods and tools to reduce risks and enhance resilience to the challenges of post-war reconstruction in cities. The object of the research is urban planning projects within the framework of post-war reconstruction in Ukraine, and the subject is the risk management strategies for these projects. The following methods were employed in this study. Review and analysis of previous research and theoretical approaches to risk management in post-war urban planning. Using mathematical models to forecast risks and their impact on urban planning projects. Comparing different risk management strategies and their impact on the success of urban planning projects. Accomplished Tasks. In this research, key risks affecting urban planning projects in a post-war context were identified. The author developed risk management strategies and assessed their effectiveness based on an analysis of empirical data and mathematical models. The research revealed that effective risk management of urban planning projects in post-war conditions is achievable through thorough analysis, consideration of socio-cultural peculiarities, and the use of risk modeling tools. It is recommended to implement these strategies in urban planning practice to ensure sustainable development and resilience in cities in post-war conditions. This article makes a significant contribution to the understanding and practical implementation of risk management strategies for urban planning projects in post-war reconstruction in Ukraine, contributing to sustainable development in cities and regions.

A Case Study on City Development Strategy of Underdeveloped Region in Hezhou: Aim at Sustainable Development

In traditional, economic construction is usually the only object in city's development. But today, because of the change of international and domestic environments and the challenge of city's sustainable development, the harmonious construction of economic, social and ecological is the new object of city development. In this paper, to take Hezhou, a less developed city in Guangxi Province, as a case study, the quantitative analysis and horizontal comparison on city's resources and environment, economic development and industrial structure is submitted. Meanwhile, the paper gives a comprehensive analysis of the macro context and concerns of the opportunities and challenges of city development. Aimed at the harmonious development of economic, social and ecological, the paper proposes the city's development strategy. Thought the study on Hezhou, the paper tries to explore a mode of city development strategic guidance for less developed regions, to achieve the city's sustainable development.

Currently, sustainable development has emerged as the prevailing agreement at the national level and serves as the overarching principle driving the social and economic progress of all nations. The optimisation and modification of industrial structure is the central focus of China's green finance development, which plays a crucial role in attaining sustainable development. This study examines the relationship between "green finance" and the "upgrading and optimisation of industrial structure". It considers "technological progress" as a mediator and "openness level, government intervention, human resources, environmental supervision, and urbanisation rate" as control variables. The study aims to investigate the impact mechanism and degree of green finance on the optimisation and upgrading of industrial structure. This study presents specific recommendations based on the findings of the empirical analysis. The aim is to provide guidance for the government in formulating policies and regulations, making institutional decisions, and improving China's industrial structure. These recommendations also aim to promote sustainable and high-quality economic development.

Analysis on the Effect of Green Credit on the Upgrading of Industrial Structure

Along with the contradiction between economic growth and resource depletion, the concept of economic development has changed to innovation, coordination, greenness, openness and sharing”. The concept of green development focuses on the ecological environment, low-carbon development and the construction of green economic system. Under the background of green development, to guide the green upgrading of traditional industries and cultivate new green industries is the key to the restructuring of current industrial structure in China. However, how green credit acts on the upgrading of the industrial structure and its impact are still lacking systematic analysis. This paper reviews domestic and foreign literature to understand the main directions and progress of the research related to the optimization of green credit and industrial structure. And based on the current situation of green credit adjustment in China, this paper analyzes the impact of green credit on industrial structure upgrading by combing three mechanisms: capital formation, signal transmission, and feedback & credit generation. The relevant data is selected from 2004 to 2015 in China and 31 provinces and cities. Firstly, the relationship between the development of green credit and the upgrading of industrial structure is analyzed empirically through the gray relational analysis method, that is, China’s green credit can indeed optimize the industrial structure. Followed by the regression model of panel data, it makes the regression analysis and comparative analysis of the effect of regional green credit on the adjustment of industrial structure in Eastern China, Central China and Western China.The conclusions are as follows: firstly, green credit affects the industrial structure mainly through the capital and capital channels of enterprises; secondly, the current situation in China shows that there is a relationship between green credit and the optimization of industrial structure; thirdly, the overall green credit adjustment of industrial structure in China has a significant effect on the upgrading of industrial structure; fourthly, the impact of green credit in the three major regions on the adjustment of industrial structure is different, and the positive effects of green credit on industrial structure adjustment in the eastern and western regions are more obvious than that in the central region. In our opinion, in the process of green transformation to promote industrial development, we should give full play to the role of governments, financial enterprises and real enterprises, adjust the credit structure based on the market orientation, rationally allocate green credit funds, promote the optimization and upgrading of industrial structure, and pay attention to the regional balance; at the same time, it is necessary to improve the connection between policy issuance and policy implementation and promote the effective role of green credit in the transformation and upgrading of the industrial structure.

There is close relationship between regional economic development and industrial structure transformation Capacity. Comparison research of cities’ regional industrial structure capacity will help to understand variation status and potential of regional industrial structures. With principal components analysis, this paper based on the regional industrial structure comparison theory, analyzed industrial structure transformation Capacity of 20 resource-based cities in China west. It will provide references for promoting optimization and upgrading of regional industrial structure, making regional industrial development strategy, improving environmental conditions, and enhancing local economic development.

Management for a sustainable development of Ukrainian cities through the prism of strategic priorities of the European green deal

Problem setting. The article considers smart managerial approaches to solving the problem of revitalization and sustainable development of Ukrainian cities after the COVID-19 pandemic. It is emphasized that the threats of post-coronavirus crisis have created significant barriers. At the same time, the crisis effects highlighted the weaknesses of the managerial system in cities and showed the existing imbalances. These observations objectified the task of revising strategic guidelines and vectors for the development of policies for sustainable local development. Recent research and publications analysis. Much has been done by Ukrainian scholars and practitioners to enrich theoretical developments in this area. In particular, the issues of sustainable development were widely studied in the works of M. Afanasyev, O. Bobrovska, Z. Varnaliy, I. Vakhovych, M. Butko, Z. Gerasimchuk, T. Krushelnytska, T. Mamatova, S. Mocherny, I. Chikarenko and many others scientists. Studies are devoted to the methodological substantiation of the principles of sustainable development, rationalization of management, greening of anthropogenic activities and environmental investments. The contribution of the authors to the solution of this problem could not be underestimated, but the presence of a wide range of problems in the practical plane objectivised the further research. Highlighting previously unsettled parts of the general problem. The search for the vectors of green development of the Ukrainian cities should be directed towards the implementation of the assignments of the Ukraine’s Association Agreement with EU, as well as other framework documents that will determine Ukraine's transition to the sustainable development principles. One of the fundamental documents that define the strategic approach to managing such development at the national and local levels is the European Green Deal. This highlights previously unsettled parts of the general problem of urban sustainable development. Paper main body. It is determined that for Ukraine this course could be seen as a roadmap of measures that should turn it by 2050 into an efficient, sustainable state with a competitive economy, identify ways to transform it into a climate-neutral territory of Europe, where self-sufficiency will improve the health and quality of citizens’ lives, and through the smartization of the management system, the transformation of climate and environmental challenges into opportunities in various fields, guaranteeing a fair and inclusive "green transition". The article considers modern approaches to the management for the sustainable development of Ukrainian cities through the prism of strategic priorities of the European Green Deal. It is determined that the modernization of managerial approaches for sustainable development of cities under the influence of Ukraine's adoption of the European Green Deal involves the development of city councils’ action plan for landscaping almost all spheres of urban life to achieve climate neutrality and natural balance. Following the tasks of the European Green Deal will enable Ukrainian cities to take advantage of a number of opportunities, including financial instruments to support the local economy and the development of civic institutions. Conclusions of the research and prospects for further studies. It is concluded that the priorities of the urban management, in particular, for industrial cities, should be the following: abandonment of fossil fuels and diversification of urban economy; adaptation to climate change through landscaping of all its spheres, including energy, agricultural policy, industrial policy, biodiversity, zero pollution, sustainable mobility, finance, trade; energy efficiency and application of energy saving technologies, modernization of infrastructure and buildings; transition to renewable energy sources, decarbonisation of the energy system; achieving zero pollution of air, water and soil; solving the problem of waste recycling and the transition to a circular economy and sustainable industrial policy; ensuring sustainable mobility; restoration and conservation of natural biodiversity; focusing on sustainable nutrition. It is proved that the initiation and deepening of work on solving these conceptual problems by the cities of Ukraine, first of all, industrial, will ensure its European integration, which should not be a goal but a consequence of modernization of the managerial system at all levels.

The concept of sustainable development increasingly affects cities and the challenges they face. At the present stage of sustainability awareness it is desired that the discussion about the city development combines the financial aspects and harmonious social relationships with the natural environment. The role of local authorities in implementation processes is undeniable. The objective of the paper is to verify theoretical assumptions regarding sustainable development governance in cities. A special attention is paid to transport and logistics solutions as supported measures but also as barriers of implementation. The detailed questionnaire in the form of the survey was chosen to examine how local governments practice the concept of the green urban economy to strengthen the sustainable development in different cities. Results prove that Scandinavian cities, in comparison to other European and some North American cities, are indisputable leaders in the development and implementation of sustainability strategies. They extensively involve stakeholders and facilitate open dialogue approach, create public-private partnerships and stimulate more sustainable behaviour through variety of financial incentives.

Design innovation is a core part of the national creativity. ICSID defines that the industrial design is kind of creative activity and aims to build multi-aspect quality for articles, processes, services and the system constituted by them in the entire life cycle. Industrial structure refers to the link and proportional relation between all industries and their compositions, which is a key determinant of economic growth mode, and a significant symbol of measuring the development level of national economy and reflecting the overall quality of national economy. Therefore, the design innovation constitutes an important support to speed up the transformation of economic growth mode, promote the optimization and upgrading of industrial structure, improve international competitiveness, and step up economic development. In this paper, the interactive relationship between the development of design industry and industrial structure is discussed, from the internal mechanism and ways of the design to influence the upgrading of industrial structure, the impact of the industrial structure upgrading on design; and then the constraints of the traditional Chinese industrial structure on design development, and finally opportunities brought by the current adjustment of China's industrial structure to design. Four main problems existing in the sustainable development of the modern agriculture are found: firstly, we are in urgent need of expanding agricultural production field and promoting the sustainable development of modern agriculture while resolving the surplus labor brought by urbanization; secondly, the manufacturing industry is still located at the bottom of global industrial chain, and the added value of products is low; meanwhile, our investment in industrial R&D is not enough, technical innovative ability is poor, and the industrialization is not finished yet; thirdly, the percentage of tertiary industry is too low, and the industrial structure needs adjustment; lastly, the regional economic development is not balanced, and economies in Midwest, East, North and South are in dire need of rational distribution and harmonious development. Moreover, the adjustment of China's industrial structure based on design service is discussed, and from the macroscopic perspective it proposes to involve design in national industrial policies and strategies, cooperate with relevant departments and industries, and explore the development mode of China's economic development and industrial structure; give a play to the role of design industry; apply design services to modern agriculture, enhance the value of agricultural products, and change the production and operation modes of traditional agriculture; adjust the industrial structure, apply design to lift the industrial level and technical level, push the development of manufacturing industry and build the core competitiveness of manufacturing industry; adopt design to step up the innovation of service products and service modes, promote the integration between productive service industry and advanced manufacturing industry, drive the accelerated development of productive service industry, and make the design industry become the key engine of modern service industry; it also proposes to adopt design to promote the adjustment of regional economic structure, develop service design, formulate local development strategies, and promote the rational layout and harmonious development of regional economy. In this way, the design service will promote the optimization and upgrading of China's industrial structure, in turn, the upgrading of industrial structure is bound to enhance the design ability and level.

Sustainable Development Path of Resource-Based Cities—Taking Datong as an Example

Sustainable development has become a global consensus, and cities are important spatial carriers to achieve sustainable development. There are more than 200 resource-based cities in China. These cities have a single industrial and energy structure. With the gradual depletion of urban resources, they are generally facing problems such as difficult industrial transformation, lagging development of alternative industries, and serious damage to the ecological environment. They are facing multiple challenges to achieve sustainable development. Our paper creatively uses the multiple interactive feedback relationships among the systems of “driving force–pressure–state–influence–response” in resource-based cities to establish a comprehensive evaluation model for the sustainable development of resource-based cities through the comprehensive evaluation index system of sustainable development. It is concluded that the higher the coordination degree of each subsystem in the model is, the stronger the sustainable development ability of the city is, which provides new ideas and suggestions for the sustainable development of resource-based cities. The case study shows that the coordinated dispatching C value tends to 2.216, indicating that the sustainable development evaluation values of each subsystem in the model tend to be close, and the coordination between subsystems is high. This confirms the rationality of establishing a comprehensive evaluation model for the sustainable development of resource-based cities.

Comprehensive evaluation of capacity for sustainable development of middle-aged resource-based cities in China

This paper raised a new concept for determining the capacity for sustainable development of middle-aged resource-based cities and constructed a synthetic evaluation system to assess the sustainable development of middle-aged resource-based cities. Principle components analysis is adopted to analyze the capacity for sustainable development of Panjin City and to compare it with seven similar resource-based cities. The results show that the factors of economical and social development, resource abundance, foreign trade and living environment quality have a strong positive correlativity. The investments to education and construction of an infrastructure of Panjin City were shown to need gradual improvement. Moreover, the promotion of optimization and upgrading of industrial structure in resource-based cities should base on the characteristics of resources and regional economy, meanwhile, resource-based cities should develop clean energy and improve investment environment.
