Abstract

Topicality. The experience of a number of countries shows that industrial parks are an effective tool for industrial and regional policy. Their activities contribute to attracting investment, creating new jobs, restructuring the economy, increasing the competitiveness of individual regions and countries as a whole. Placing industrial enterprises in parks outside cities allows to solve environmental problems more effectively. There are 64 industrial parks in Ukraine, but only some of them work effectively. Aim and tasks. The aim of the article is to propose measures aimed at improving the policy of stimulating the development of parks on the basis of the analysis of the world experience and activity of industrial parks in Ukraine. Research results. The article analyzes the activities of industrial parks in South Korea, Singapore, Vietnam, Thailand and some other countries, their importance in the rise of these countries. Current trends in the development of industrial parks, methods and tools of their state support, the reasons for the success and failure of parks are studied. It was found that a significant part of successful parks are created in or near ports, the reasons for this phenomenon have been identified. The activity of industrial parks in Ukraine is analyzed, the reasons of unsatisfactory work of most of them are found out. The amendments to the Law of Ukraine �On Industrial Parks� adopted by the Verkhovna Rada in 2021 have been studied, and the shortcomings of this legislative act have been identified. The measures necessary to improve the work of domestic industrial parks have been substantiated. Conclusions. To attract investors to industrial parks in Ukraine, it is necessary to improve the business climate, ensure reliable protection of property rights, actively fight corruption, and significantly increase state support for parks. The active participation of business in the creation of industrial parks should be encouraged in every possible way, and UNCTAD and foreign consulting firms should be involved in this work.
