AbstractLater this month, the economic and finance ministers of the European Union will present a White Paper on Growth to address growing unemployment and industrial unrest throughout the Union. If the goals of the 5th EU Environmental Action Programme are to stand any chance of being achieved, then such a growth strategy must be based on high standards of environmental performance in industry. However, as Pamela Barnes discusses, while EU environmental policy is beginning to incorporate the aims of industrial policy, the integration of environmental policy objectives into other policy spheres is notably absent despite the past rhetoric of the EU.
