Abstract

Since the time when President Suharto came into power, the Indonesian Government had ruled the country with certain policies which it thought suited local conditions. These policies included the need to simplify the political party system of the country in order that political parties might not split national unity; the need to insulate the villages from politics and the influence of political parties so that the villagers could concentrate on the all important task of economic development; the need for consensus in political decision-making, again in order that national unity would not be irreparably harmed; the need for powerful extra-parliamentary institutions like the Command for the Restoration of Security and Order (Kopkamtib) as well as the Personal Assistantships (ASPRI!s) of President Suharto; and the need for rapid economic development. This last aspect will be discussed later.
