Abstract

This article provides a brief overview of the issues faced by health economists in attempting to incorporate concerns for fairness or equity into the economic evaluation of health care and public health programs. It covers general terminology and distinctions, theories of equity in health care and health, frameworks for analyzing trade-offs between equity and efficiency, and methods for incorporating equity concerns into economic evaluation.
