Abstract

The article presents an analysis of the planning function of the state-governmental procurement. It defines its role in meeting the state order-tors in goods, works and services through the execution of the state order. Identified key weaknesses in existing laws and acts regulating public procurement. Identified the key participants of the state purchases, exercising control and process monitoring. It offers integrated unified information system for public procurement contributing to NIJ-identified violations of the state order execution at all stages.
