Abstract

The problem is presented in general terms and its conntction with important scientific and practical tasks. The e-procurement system is considered to be a tool that increases accountability and transparency in public administration, reduces corruption in procurement, and improves the business climate in the country. In Ukraine, the public e-procurement system was implemented in 2016 with the assistance of Transparency International Ukraine. The creation of such a system was carried out to save budgetary funds and promote fair competition among bidders for public funds, as envisaged by the strategy of reforming the public procurement system («road map») by 2022. Research related to the work in the field of public electronic procurement, their tools are relevant and important for updating this system, correcting its shortcomings and adding new modules that are needed in the procurement system in Ukraine.Analysis of recent publications on the problematic and identification of previously unsettled parts of the general problem. Recently, many national scholars have addressed the problems of electronic public procurement. Despite the large number of scientific publications and articles on electronic procurement in general, and the ProZorro system in particular, scholars have not paid attention to the scientific study of public procurement analytics tools, although it is precisely those tools that are mechanisms to counteract and prevent corruption that are open to corruption. transparent and accountable functioning of the entire public procurement system.Formulating the goals of the article. In view of this, the purpose of the article is to analyze the current ProZorro system and its analytical tools and to make strategically important decisions to further improve the transparency of public e-procurement in Ukraine.Presentation of the main results and their justification. The article is devoted to the study of tools for ensuring transparency of electronic public procurement. It is established that one of such tools for ensuring transparency of electronic public procurement in Ukraine is the ProZorro information and telecommunication system. The increase of transparency and accessibility of the procurement system is analyzed, the advantages and risks of using electronic public procurement after the implementation of ProZorro are analyzed. Systemic issues during procurement are identified and directions for improving the public e-procurement system in Ukraine as one of the elements of transparency are proposed. The analysis of such information sources and analytical tools in the field of public procurement, which help to analyze and monitor procurement and their participants as: information resource of the Authorized body, web portal of the Authorized body, transparent infobox, constructor of non-price criteriaZO BI, procurement improvement tools of the Kyiv School of Economics, Anti-Corruption Monitor site and others. These tools are found to be based on openness and transparency, enable the analysis of purchases in the electronic system and allow real-time display of information about announced procurement, customers, participants, complaints and contracts.Conclusions and perspectives of further researches. In the course of the study of the toolkit for ensuring transparency of electronic public procurement in Ukraine, we came to the following conclusions. The e-procurement system is considered to be a tool that increases accountability and transparency in public administration, reduces corruption during the procurement process, and improves the business climate in the country. According to the results of the study, one of such tools for ensuring transparency of electronic public procurement in Ukraine is the ProZorro information and telecommunication system. However, the survey showed that the level of electronic public procurement system currently in place in Ukraine is insufficient to ensure transparency. A number of shortcomings have been identified that have a direct impact on the transparency of the procurement process. These include issues with mailing and stakeholder notifications about open tenders, lack of a well-established filtering system, analysis of the relevance of filtered ads, and streamlining of additional filtering procedures (such as cost or region).Strategically important areas that will allow us to further improve the public procurement transparency toolkit, we see the following:- implementation of the E-Contracts project. This tool will integrate and automate the processes of three state systems: the State Treasury, the Ministry of Finance (E-data-Spending - budget expenditures); Ministry of Economic Development, Trade and Agriculture (ProZorro). E-Contracts will help streamline the contracting process at all stages, from initiation to reporting and fully translate all ProZorro contracts that we see in the Treasury into a complete electronic form;- introduction of the project «Non-price criteria in public procurement». This project will involve the creation of a convenient electronic tool for the creation of non-price criteria, which will contain specific parameters of non-price criteria for the selected list of goods of different categories, which will most often be procured by the contracting authorities, and recommendations for their application for the evaluation of tenders.
