Abstract
The decisions of the party and the government emphasize the importance of the comprehensive approach to national economic planning and point to the need for improvement in the techniques used in solving the most urgent scientific, technical, economic, and social problems. The decree of the USSR Council of Ministers On Improving the Planning of Specialist Training and on Improving the Utilization of Graduates of Higher and Secondary Specialized Institutions in the National Economy (1) focused special attention on the need to improve the comprehensive planning of the training of worker cadres and specialists.
